Can this now affect my daughter?

My daughter's father was a heavy Crack user at the time of concerption. She was fine at birth (had no problems) But she is now almost 2 and my Dr. has discovered she has a heart Murmer. I am concerned that his drug abuse could cause problems for my daughters physical and mental health in the future. Is my daughter at risk because of her fathers drug addiction?
