Vasectomy Under General not local

My husband had a vasectomy done in 2003. We have three great kids. I am now wanting to have another baby. My question is do I have any hope? Or am I just wishing? My husband had his vas. under general anest. because he is allergic to locals. But he never went in after to do the sperm count. Any imput would be great! Thanks.
